The Black Butterfly by
How can American cities promote racial equity, end redlining, and reverse the damaging health- and wealth-related effects of segregation? The world gasped in April 2015 as Baltimore erupted and Black Lives Matter activists, incensed by Freddie Gray's brutal death in police custody, shut down highways and marched on city streets. In The Black Butterfly--a reference to the fact that Baltimore's majority-Black population spreads out on both sides of the coveted strip of real estate running down the center of the city like a butterfly's wings--Lawrence T. Brown reveals that ongoing historical trauma caused by a combination of policies, practices, systems, and budgets is at the root of uprisings and crises in hypersegregated cities around the country. Putting Baltimore under a microscope, Brown looks closely at the causes of segregation, many of which exist in current legislation and regulatory policy despite the common belief that overtly racist policies are a thing of the past. Drawing on social science research, policy analysis, and archival materials, Brown reveals the long history of racial segregation's impact on health, from toxic pollution to police brutality. Beginning with an analysis of the current political moment, Brown delves into how Baltimore's history influenced actions in sister cities like St. Louis and Cleveland, as well as its adoption of increasingly oppressive techniques from cities like Chicago. But there is reason to hope. Throughout the book, Brown offers a clear five-step plan for activists, nonprofits, and public officials to achieve racial equity. Not content to simply describe and decry urban problems, Brown offers up a wide range of innovative solutions to help heal and restore redlined Black neighborhoods, including municipal reparations. Persuasively arguing that because urban apartheid was intentionally erected it can be intentionally dismantled, The Black Butterfly demonstrates that America cannot reflect that Black lives matter until we see how Black neighborhoods matter.

Baltimore seen through the eyes of John Waters, Anne Tyler, Charles S. Dutton, Barry Levinson, David Simon--and also ordinary citizens. The city of Baltimore features prominently in an extraordinary number of films, television shows, novels, plays, poems, and songs. Whether it's the small-town eccentricity of Charm City (think duckpin bowling and marble-stooped row houses) or the gang violence of "Bodymore, Murdaland," Baltimore has figured prominently in popular culture about cities since the 1950s. In Come and Be Shocked, Mary Rizzo examines the cultural history and racial politics of these contrasting images of the city. From the 1950s, a period of urban crisis and urban renewal, to the early twenty-first century, Rizzo looks at how artists created powerful images of Baltimore. How, Rizzo asks, do the imaginary cities created by artists affect the real cities that we live in? How does public policy (intentionally or not) shape the kinds of cultural representations that artists create? And why has the relationship between artists and Baltimore city officials been so fraught, resulting in public battles over film permits and censorship? How politics and race shaped Baltimore's distinctive disarray of cultures and subcultures. Charm City or Mobtown? People from Baltimore glory in its eccentric charm, small-town character, and North-cum-South culture. But for much of the nineteenth century, violence and disorder plagued the city. More recently, the 2015 death of Freddie Gray in police custody has prompted Baltimoreans--and the entire nation--to focus critically on the rich and tangled narrative of black-white relations in Baltimore, where slavery once existed alongside the largest community of free blacks in the United States. Matthew A. Crenson, a distinguished political scientist and Baltimore native, examines the role of politics and race throughout Baltimore's history. From its founding in 1729 up through the recent past, Crenson follows Baltimore's political evolution from an empty expanse of marsh and hills to a complicated city with distinct ways of doing business. Revealing how residents at large engage (and disengage) with one another across an expansive agenda of issues and conflicts, Crenson shows how politics helped form this complex city's personality. Crenson provocatively argues that Baltimore's many quirks are likely symptoms of urban underdevelopment. The city's longtime domination by the general assembly--and the corresponding weakness of its municipal authority--forced residents to adopt the private and extra-governmental institutions that shaped early Baltimore. Peering into the city's 300-odd neighborhoods, this fascinating account holds up a mirror to Baltimore, asking whites in particular to reexamine the past and accept due responsibility for future racial progress.

In 2015, Baltimore plunged into the worst American riots in recent history. In the chaos, two high school honor-roll students, "Brick" and "Wax, used their smarts, computer skills, ambition and gang connections to change the world of illegal drugs forever. With their gang associates, they looted pharmacies and robbed dealers, stealing over one million doses of prescription narcotics and heroin with a street value of more than $100 million. "Brick" and "Wax" were not going to sell drugs on corners; they used location-based technology and encrypted messaging software to dispatch ordered drugs via delivery drivers--an Uber-like service that eliminated street deals and easily tapped phones. They Can't Kill Us All by

The Hero's Fight by
A richly textured account of what it means to be poor in America Baltimore was once a vibrant manufacturing town, but today, with factory closings and steady job loss since the 1970s, it is home to some of the most impoverished neighborhoods in America. The Hero's Fight provides an intimate look at the effects of deindustrialization on the lives of Baltimore's urban poor, and sheds critical light on the unintended consequences of welfare policy on our most vulnerable communities. Drawing on her own uniquely immersive brand of fieldwork, conducted over the course of a decade in the neighborhoods of West Baltimore, Patricia Fernández-Kelly tells the stories of people like D. B. Wilson, Big Floyd, Towanda, and others whom the American welfare state treats with a mixture of contempt and pity--what Fernández-Kelly calls "ambivalent benevolence." She shows how growing up poor in the richest nation in the world involves daily interactions with agents of the state, an experience that differs significantly from that of more affluent populations. Crime and Justice in the City As Seen Through the Wire by
Since the hit HBO show The Wire premiered on June 2, 2002, it was viewed as much more than a typical police procedural. Over its five-season run it was praised by critics for its intricate examination of crime, life in the inner city, the criminal justice system, and the functioning of public institutions and the people who work in them. However, unlike other police and crime dramas, the police in The Wire did not solve cases on a weekly basis. The hardships faced by millions of people struggling to survive in the inner city were not softened. Rather than portraying characters as good or bad, The Wire does not flinch from portraying the good and bad sides of the police, criminals, educators, judges, lawyers, elected officials, or labor unions. Rather, it presents an unvarnished view of the complex nature of the criminal justice system and the web of institutional linkages that impact individuals and society.
The show¿s willingness to take the time to address complex issues and institutions in non-simplistic ways, has led academics and scholars from a myriad of disciplines to make The Wire a component of their scholarship and university teaching. While this book examines the problem of urban crime and an inefficient criminal justice system from the perspective of legal and social science scholars, it presents divergent and unique examinations of these oft studied issues. Whether it is individual decision making under institutional pressure, or institutional policy established for non-altruistic reasons, Crime and Justice as seen through ¿The Wire¿ presents a very wide variety of often hard to understand criminological or social-scientific concepts within the observable context of the show.
This anthology is organized into four main sections, the first begins with a socio-legal presentation of the interconnectedness of the criminal justice system, the negative impacts of urban inequality and poverty, and highlights many institutional failures as well as the impact that systematic pressures have on individuals. The second and third sections cover topics such as police culture and practice, the War on Drugs and the repercussions of drug war policies, government and politics, and harm reduction strategies. The final section provides excellent linkages from the various scenes and themes from The Wire to criminological theory and practice. All of the chapters in this volume are useful in linking material from the show to academic concepts. Each chapter tackles a different topical focus area and they all do an excellent job in sighting the relevant research as well as contemporary issues surrounding the chosen subject matter. In short, this volume is an excellent resource for students studying in a variety of academic disciplines, scholars, and fans of the show.

The Uncommon Case of Daniel Brown by
An extraordinary look at race and policing in late nineteenth-century Baltimore In 1875 an Irish-born Baltimore policeman, Patrick McDonald, entered the home of Daniel Brown, an African American laborer, and clubbed and shot Brown, who died within an hour of the attack. In similar cases at the time, authorities routinely exonerated Maryland law enforcement officers who killed African Americans, usually without serious inquiries into the underlying facts. But in this case, Baltimore's white community chose a different path. A coroner's jury declined to attribute the killing to accident or self-defense; the state's attorney indicted McDonald and brought him to trial; and a criminal court jury convicted McDonald of manslaughter. What makes this work so powerful is that many of the issues that the antipolice brutality movement faces today were the very issues faced by black people in nineteenth-century Baltimore. Both Brown and McDonald represented factions in conflict during a period of social upheaval, and both men left home to escape dire conditions. Yet trouble followed both to Baltimore. While the conviction of McDonald was unique, it was not a racially enlightened moment in policing. The killing of Brown was viewed not as racial injustice, but police violence spreading to their neighborhood. White elites saw the police as an uncontrolled force threatening their well-being. The clubbing and shooting of an unarmed black man only a block away from the wealthy residences of Park Avenue represented a breakdown in the social order--but Jim Crow in Baltimore was not in danger. Prior to 1867 a Maryland statute barred African Americans from testifying against whites in proceedings before police magistrates or in any of the state's courts. During the trial of McDonald, the press described the Baltimore police as "blue coated ruffians," and there was a general distrust of the police force by both blacks and whites. Brown's wife, Keziah, gave damning testimony of Officer McDonald's actions. The jury could not agree on verdicts of first- or second-degree murder, and after an attempt to reach a compromise verdict of second-degree murder failed, the majority acquiesced to the manslaughter verdict. The Uncommon Case of Daniel Brown adds to the historiography of policing and criminal justice by demonstrating the pivotal role of the coroner's inquest in such cases and by illustrating the importance of social ties and political divisions when a community addresses an episode of police violence.

This book examines how the media approached long-standing and long-simmering issues of race, class, violence, and social responsibility in Baltimore during the demonstrations, violence, and public debate in the spring of 2015. Contributors take Baltimore to be an important place, symbol, and marker, though the issues are certainly not unique to Baltimore: they have crucial implications for contemporary journalism in the U.S. These events prompt several questions: How well did journalism do, in Baltimore, nearby and nationally, in explaining the endemic issues besetting Baltimore? What might have been done differently? What is the responsibility of journalists to anticipate and cover these problems? How should they cover social problems in urban areas? What do the answers to such questions suggest about how journalists should in future cover such problems?

Race has long shaped shopping experiences for many Americans. Retail exchanges and establishments have made headlines as flashpoints for conflict not only between blacks and whites, but also between whites, Mexicans, Asian Americans, and a wide variety of other ethnic groups, who have at times found themselves unwelcome at white-owned businesses. Race and Retail documents the extent to which retail establishments, both past and present, have often catered to specific ethnic and racial groups. Using an interdisciplinary approach, the original essays collected here explore selling and buying practices of nonwhite populations around the world and the barriers that shape these habits, such as racial discrimination, food deserts, and gentrification. The contributors highlight more contemporary issues by raising questions about how race informs business owners' ideas about consumer demand, resulting in substandard quality and higher prices for minorities than in predominantly white neighborhoods. In a wide-ranging exploration of the subject, they also address revitalization and gentrification in South Korean and Latino neighborhoods in California, Arab and Turkish coffeehouses and hookah lounges in South Paterson, New Jersey, and tourist capoeira consumption in Brazil. Race and Retail illuminates the complex play of forces at work in racialized retail markets and the everyday impact of those forces on minority consumers. The essays demonstrate how past practice remains in force in subtle and not-so-subtle ways.
